Seismic Design
See CBC Section 1613 and ASCE 7-05 Chapter 11. Use Google, Batch Geocode (or other source) to determine site specific longitude and latitude. Use USGS website or NEHRP disk to determine S1 and Ss.
Wind Design
Basic Wind Speed (fastest mile) 80 miles per hour. Basic Wind Speed (3-second gust) 95 miles per hour. Importance factor, exposure and topographic features are site and project specific. See ASCE 7-05, Chapter 6.
Soil and Foundation
Foundation and soils investigation and reports are normally required CBC 1802.2)

Minimum 12" below finished grade
